Descriptive Narrative On two different occasions we had interference to three of our trunk system repeater channels and mobile data system. The interfering signal looked the same as a Nextel signal in terms of its being pulse-like and duration. It would move around randomly across three of our channels and cause short bursts of static during conversations. On both occasions we called our radio service provider and they attempted to do direction finding. The first time, over the course of two days, this resulted in narrowing it down to one section of the City of Olathe but then the interference stopped. The second time the interference stopped before they were able to get out to attempt direction finding. No clue as to the source except the signal resembled the waveform of a Nextel iDEN signal seen on their licensed frequencies. Technical Contact Name:.............. No If, how: Descriptive Narrative Interference noticed mainly in the Howell, MI area. However, it is found at several monopole towers with sectored panel arrays. We are still investigating this problem, to find out how widespread it is. User symptoms reported are intermittent loss of audio, garbled audio, and the ability of one unit to hear the audio, while another in a different local does not. During the investigation it was found that a radio near one of the offending towers would begin scanning for a usable control station. The RSSI reported by the radio was considered to be good or excellent around the -60 to -72 dBm level. The BER could not be checked at the time. When one radio dropped into scan, it would interfere with another in close proximity to it. This affects both Mobile units, and Portable units. No If, how: Descriptive Narrative Cell sites apparently raise the noise floor sufficiently to block the control channel from mobile units and prevents them from accessing the system. This occurs in the immediate area of the cell site if it is in an area where the received strength of the control channel is marginal. There are four areas in Broward County where this has been investigated. Using a spectrum analyzer, we can find no discreet interfering signals. When the system was first installed there was service in this area. In this area there are several cell towers. I do not know the companies on the sites but Nextel, BellSouth, and several other cell operators are in the Atlanta area. Motorola sets it's control channels for their trunked radio systems at the highest frequency in the band at the site. What is happening to us is simple. Nextel has subscribers operating user equipment within about 100yds of our site. Some of their channels are only 100khz away from our control channels. Due to the close proximity their user channels interfere with our control channels at one site in particular. The Motorola system does not always detect the interference due to its intermittent nature. As a result there are times when the control channel receiver doesn't hear any but the closest units on our system. What we are experiencing is receiver desensing due to the closeness in frequency and distance of the Nextel subscriber units. TX/RX is our filter provider and we are currently about as tight as we can get on the filtering. When the interference happens this particular radio site does not work. The Motorola MTS-2000 radios do not see the problem because when the problem happens the site just ignores the ISW from the portable. The problem is dangerous and it appears that our only workable solution is to move our control channels to the middle of the band to avoid the desense caused by the proximity of the Nextel users. This is a very time consuming and expensive undertaking in that every subscriber unit on the system (over 2000) must be reprogrammed with the new control channels. This latest incident is a well-documented officer safety issue. This occurred on 06/09/2000 at 0540 hours at 8900 Burham road, Tigard Oregon. The agency involved is Tigard PD. This involved a traffic stop involving a person armed with a gun. Office experienced "out-of-range" tone on portable radio, because the Nextel site was overloading the portable radio, and thus prevented the portable from hearing the control, therefore, unable to call dispatch for cover. NEXTEL now has 60+ towers in the Phoenix area. Interference is caused by wideband sideband noise (70%) and simple front-end overload (30%) to the mobile receiver when in the vicinity of the NEXTEL tower. There are (were) 14 MDT base stations operating at 5 watts ERP to cover 1100 square miles. The City of Phoenix has begun a $1/2 million project to add sites and increase base transmitter power by 10 to 15 dB to mitigate the interference. The goal is to reduce the radius of "no-operation" to 300 feet. NEXTEL has been cooperative by allowing the City to perform tests and providing their tower locations. They have also installed very expensive experimental filters at 2 sites which show promise of reducing (but not eliminating) the noise component of their interference to the NPSPAC band (where our MDTs operate). This takes resources from our trunk site, which we can not afford because of the system loading. This could and will cause busy for our police and fire. The source is unknown because of the amount of time present and the changing of freq.'s, which makes it very hard to catch. This happens almost every day, different times. One problem was found to be a 3-Watt cellphone ext. kit made by Motorola. This animal was producing a -25 dB of signal( as view with a spectrum analyzer 2 blocks away).The cell phone was removed and car not running. When the system was changed from analog, the old equipment was not replaced or adjusted; it was put back together the same way. The Department does not have any on-site technicians so maintenance only occurs if something is not functioning. The pack sets are not systematically rotated and may or may not be grabbed by the next person without an adequate charge. The are also not maintained unless non-operable. The mounts and the antennas are switched from one car to another when the unit is replaced but not checked unless not working. The topography of the City presents challenges for any radio service. We have hills and valleys and even cellular phones have problems and will drop in certain areas. The transmitters are north/south positioned and so the known areas of problems are east/west. We need to find an honest consultant to advise if we can enhance the current system or if it is a equipment problem or a system problem. We are planning for upgrades in our computer CAD/RMS system and would like to look at the GPS locators to be placed in the handheld mikes worn on lapels or in the palm devices used instead of MDT's. The radio is now considered an officer safety factor and we need assistance from someone now. This location is a major transportation hub for both buses and trains with large numbers of people. When this Nextel site is taken off the air, sector by sector, NYCT portable radio coverage is fully restored. When the Nextel site is reactivated, sector by sector, no portable radio coverage on the NYCT 800 MHz system is possible. The noise floor in the area is ?30dBm with the Nextel site active. Without the low HAAT Nextel site, the noise floor is in the area of ?127dBm. Nextel has tried use of an autotune combiner without success. System interference has been present since activation of the Nextel site 6-8 months ago (Sept 2001). Trouble was only reported Feb 2002. No If, how: A few Nextel sites have now been modified to provide a reduced level of interference that is almost acceptable considering the original situation. Other sites causing problems to our system users still exist. The improvements have been made by Nextel in trying to reduce the RF level on the street in areas around their sites. This has been done by changing antennas to uptilt, reducing power levels, and changing frequencies at sites to channels over 2MHz away from ours at extremely difficult locations. Descriptive Narrative This is a follow up report. We have identified Nextel as the source of interference at 10 sites now. ATT (A band) is a contributor at one of those locations. Some Nextel sites have now been modified to reduce interference to acceptable levels. Other sites still remain a problem. Interfering sites that have been mitigated reoccur as coverage engineers learn of reduced power levels and therfore reduced site coverage. This has happened at two sites. At least 4 sites at this time are still a problem. Users regularly reporting new areas of coverage problems that previously did not exist(very time consuming for me). Typical situation occurs where Nextel antennas are located less than 50 ft above ground and our system levels are less than -80dB. Nextel changing to higher gain antennas with smaller vertical beamwidth used with uptilt has helped in some locations. These antennas have replaced null fill antennas in some locations. Most interference situations seem to be based on receiver front end overload and wideband site noise more than intermod (occurs on all 20 channels of our system in subject areas). The OEM Command Bus was deployed to the 49th PCT. on Eastchester Road in the Bronx. In addition, the New York City Housing Authority deployed their Command Bus. Both agencies utilize the DoITT 800 MHz trunked radio system to support their emergency communicatiions. Upon arrival, both agencies experienced "out of range" signals and very poor communications with their portable radios. A Nextel site was located directly accross from the 49th PCT.. DoITT staff tested the location with handheld portables and identified the source of interference to be Nextel. In addition, another location was identified on East Tremont Ave. between Barcley Ave and the Hutch Pkwy. No If, how: Descriptive Narrative Interference was identified at approximately 2:00 PM on 9-11-02 during the coordination of commemorative ceremonies in Lower Manhattan. As radio users migrated to Battery Park in advance of the final event, DoITT's 800 MHz radios become inoperable due to interference in the surrounding area. Point-to-point communications had to be initiated to enable coordination of activities as delegates arrived. Nextel was notified instantaneously (at about 2PM) of the problem. The company dispatched technicians to Battery Park immediately thereafter; however, at that time, they denied that the interference source was Nextel. A subsequent visit, approximately one week later, by Nextel and DoITT radio staff was made to the area. At that time, the interference was conclusively determined to have been caused by a Nextel cellular site across the street from the entrance of Battery Park. This interference was intermittent at first and then began to occur all of the time forcing us to no longer use out main dispatch channel. This interference is something mixing with our transmit frequency of 854.0875 and hanging up our repeater. Some of the time you can hear analog traffic while the repeater is hung up, but you are unable to make out the conversation. Since this interference began, we have all components of our tower and equipment checked by Motorola and they have advised us that the interference is not caused by our equipment, and will be an outside source. I have contacted several RF Engineers with all cellular providers in our area, and they are working on it from their end. If anyone has experienced this type of interference problem in the past and may be able to assist us in any way to resolve this issue, all help would be appreciated. One sounds like a digital control channel that over-rides the voice on the input of the analog repeaters. This is intermittant and not predictable, often not heard for weeks at a time. The second began in mid January, 2003. There is a carrier of 3-5 uV in strength that has shown up on the inputs of the repeaters. There has been no measurable modulation with this carrier. The carrier will cause the repeater to malfunction with an illegal carrier report. The carrier will drift up and down between the repeaters and eventually affect all at one time or another. We have watched this carrier move and it literally drifts up and down in frequency. It will stay on one frequency from less than a few seconds up to an hour in duration before moving up or down. The repeater input frequencies vary from 811.4625 up to 815.4625. We have had all of our equipment checked and it is not being internally generated. Little action was taken until there was a fatal car accident within the communications Black Hole formed by the Nextel site. Descriptive Narrative After above Nextel engineers came on site May 3, 2004 to test and results were they are interfering on all 20 of our 800 MHz freq. The interference extends in an approx 1 mile circumference around their site, Interference is strongest on azmuths corresponding to panel locations. Radios and MDTs are experiencing desense and intermod interference. Both are unusable for the most part within that area. Nextel has indicated they are short Freq in area but they were going to try and reduce Nextel site presence by 10 channels to help. Nothing has been accomplished on this to to date. No If, how: Descriptive Narrative Nextel was called and responded out to resolve some interference in the area of 184 South Waukegan Rd, Deerfield, IL, they made adjustments and this was their recommendation in regard to Cingular:My analysis of the data we collected at the NTB location bears out what we discussed last Monday. Nextel is not a contributing factor in the IM or OOBE issues at this location. Our calculations do indicate that Cingular is generating IM issues that push the C/I+N ratio below the 17 dB threshold. Whether this is the major cause or the multi-pathing probably needs to be determined. For your reference, our incident number for this location is DEE-IL-3525-3. The usual process requires you to contact the other carrier to schedule further testing. What usually happens is that we all get together in the middle of the night (during the maintenance window) to alternately turn off our sites, collect data and determine the usability of your system under those conditions. My contact at Cingular is David Carra. His phone number is 312-659-3535. He may not get involved with the testing but he should be able to get the ball rolling. My analysis of the data we collected in the south parking lot of the Red Roof Inn also indicates IM issues from Cingular. Once again Nextel is a non-contributor since we changed the antennas on our adjacent site. Though your signals were only -88 (normalized) the resulting IM is creating a C/I+N ratio of approximately 0 dB. (DEE-IL-3525-1) The location I tested along Lake/Cook Road at Pfingsten Rd. has adequate signal strength which I verified on 1/10. This location has no problems and is considered mitigated.
